Hostwinds Basic opens at $4.54 and renews at $6.99, which is 1.5× over 12 months and one of the gentlest steps in shared hosting. Bluehost Starter opens at $3.99 on a 36-month term and renews at $9.99. Which one costs less depends on the term and on how long you stay. What does not depend on anything is the evidence: Bluehost has a full record in a named benchmark, and Hostwinds has only its own claim of 99.9999% uptime. Bluehost, at 4.0 against 3.4 in our reviews. On its three-year term it is cheaper for more than five years, and its load, uptime and hardware are all measured. Hostwinds is cheaper on annual terms from month 14, renews lower for good, and has excellent support reviews, but nothing independent to check it against.

The Term Decides the Price
On each host’s best term, Bluehost is cheaper for a long time. Its 36 months at $3.99 come to $143.64, while Hostwinds on annual terms reaches $222.24 over the same stretch. After month 36 Bluehost charges $9.99 against $6.99, so Hostwinds closes the gap by three dollars a month and overtakes it in month 63.
On annual terms at both, the order flips almost at once. Bluehost renews at $11.99 on a 12-month term against Hostwinds’ $6.99, so Hostwinds becomes the cheaper of the two from month 14 and stays there, reaching $222.24 across 36 months against $335.64.

We run no tests, so these figures belong to Hostingstep. Bluehost records 411 ms response time and 99.99% uptime over 9 outages between November 2025 and August 2026. After its move to Oracle Cloud it passed the load test at 41 ms without an error, and its hardware scores 9.6 of 10.
Hostwinds appears in no independent benchmark we could find. Its own site claims 99.9999% uptime, which allows about 32 seconds of downtime a year, a standard telecoms networks aim for and shared hosting does not reach. We record it as a claim rather than a measurement, because nothing published tests it.

The Five-Year View
Most small sites stay on one host for longer than the promotion, so the renewal decides the real cost. At Bluehost, a three-year prepayment is followed by $9.99 a month. At Hostwinds, one year at the opening rate is followed by $6.99. Three dollars a month is a small figure that grows into a large one over several years.
That is why the two crossover months matter. On its best term, Bluehost stays ahead until month 63, just past five years. On annual terms it falls behind in month 14 and never catches up. What an Unmeasured Host Costs You
Without independent figures, a buyer cannot tell whether a slow afternoon is the plugins or the server, and cannot compare a claim against a record before paying. When something goes wrong, there is no baseline to point at, only the company’s own statement.
None of that means Hostwinds performs badly. Its support reviews suggest a company that looks after customers well. It means the case for it rests on price and reputation, and the case for Bluehost rests on measurement. If a named project publishes Hostwinds figures, this comparison will change, and our score for it would move with the evidence.
Support: Hostwinds’ Clearest Strength
Hostwinds answers chat and tickets in house around the clock, and an aggregate of more than 400 business reviews in 2026 puts it at 4.9 of 5. That is consistent across a large sample, even if review aggregates are softer evidence than a benchmark.
Bluehost answers phone and chat around the clock, which Hostwinds cannot match on the phone side. Neither publishes a measured response time, and no controlled test of hosting support exists in the sources we found. So this is a reputation against a channel.
The Refund Window Is Disputed
Our refund table records a conflict on Hostwinds: one source says 30 days and two say three. Bluehost refunds for 30 days and keeps $15.99 for a free domain if you cancel early. Until Hostwinds settles the question publicly, ask support to confirm your window in writing and keep the reply.

Extras and Growth
Hostwinds prices a standard SSL certificate at $75.00 and a wildcard at $150.00, though shared plans get free AutoSSL through cPanel, so most buyers never pay either. Panels and Everyday Use
Both hosts run cPanel, so the day-to-day tools match every tutorial and accounts export in a standard format. Bluehost puts a WordPress-focused dashboard in front of it, which handles installs and updates and also hosts its add-on menu. Hostwinds stays closer to plain cPanel, which suits anyone who already knows the panel.
Email differs in a way worth checking. Bluehost Starter caps each mailbox at 100 MB, which fills quickly with attachments. For a small business with several people, a dedicated email provider may be the better route at either host.
A Note for Stores
A store is the case where the evidence gap costs most. Checkout cannot be cached, so the server does real work for every buyer, and the load test is the only published measure of how it copes. Bluehost passed it cleanly. Hostwinds has not been tested by any project we could find, so a store owner is taking its performance on trust.
That makes Bluehost the safer default for anything that takes payments, and Hostwinds the better fit for sites where a slow afternoon costs little.
